1. Expedite Operationalization of Greater Noida EMC: Prioritize immediate intervention to make the already-approved Greater Noida EMC operational. This should include targeted support to address any bureaucratic, infrastructural, or financial bottlenecks hindering its activation.
2. Establish a Special Task Force for UP EMCs: Form a dedicated inter-ministerial task force with representatives from MeitY, the UP government, and industry stakeholders to accelerate the implementation of the three EMCs planned under UP's 2020 Electronics Manufacturing Policy.
3. Create an EMC Implementation Index: Develop a transparent tracking system that monitors the progress of all approved EMCs nationwide, with quarterly reports published to ensure accountability and identify implementation challenges early.
4. Align EMC Development with Manufacturing Strength: Revise the national EMC allocation framework to ensure proportional distribution based on each state's current manufacturing output and future potential. This would ensure that regions with high manufacturing activity receive commensurate ecosystem support.
5. Enhance Financial Support Mechanisms: Consider increasing the grant-in-aid for EMCs in regions with high manufacturing densities but low operational EMC presence, with specific performance-linked incentives tied to operational milestones.
6. Develop Specialized EMCs for Mobile Manufacturing: Given UP's strength in mobile manufacturing, MeitY should consider approving specialized EMCs focused on mobile phone component manufacturing to enhance the value chain integration.
7. Facilitate Knowledge Transfer: Establish formal mechanisms for knowledge sharing between successfully implemented EMCs in states like Telangana and Rajasthan with those in early stages of development.
